Emilie

Emilie Moreau is a Licensed Clinical Mental Health Counselor, holding a license in Vermont and Montana. She is the Founder and Executive Director of First Responder Resilience Initiative (FRRI). Since entering the mental health field in 2015, Emilie has served in a variety of roles spanning crisis stabilization, community-based services, and psychotherapy. She began her career working in a crisis stabilization program for adolescents experiencing acute mental health challenges before transitioning into community-based services, where she supported children and families as a case manager. These experiences shaped her commitment to providing accessible, trauma-informed care. 

Today, Emilie specializes in trauma, post-traumatic stress, attachment-based work, and relationship counseling. Her clinical approach is warm, collaborative, and grounded in trust. She integrates a variety of evidence-based and systems-oriented modalities, including Gottman Method for Couples Therapy, Internal Family Systems (IFS), Bowen Family Systems Theory, Polyvagal Theory, Cognitive Behavioral Therapy (CBT), and existential approaches. She places particular emphasis on nervous system regulation, resilience-building, attachment, family systems, and trauma-informed care when working with both individuals and couples.

Emilie's passion for serving first responders and military families stems from both professional and personal experience. As the spouse of a law enforcement officer and a family member of first responders and military personnel, she has witnessed firsthand the unique challenges these professions can place on individuals and their loved ones. She believes that first responders are human first and should not have to carry the weight of their experiences alone. By supporting the well-being of first responders and their families, she believes they are better equipped to thrive both at work and at home.

Motivated by a desire to eliminate financial and insurance-related barriers to care, Emilie founded FRRI to ensure that first responders and their families can access the support they need when they need it. She recognized a significant gap in specialized mental health services and wanted to create an organization that would not only provide care but also foster greater community support for those who serve.

 

As Executive Director, she is passionate about building partnerships, expanding awareness of first responder mental health, providing psychoeducation, and developing specialized programs and support groups that strengthen resilience and connection.

A lifelong Vermonter, Emilie enjoys spending time outdoors, hiking with her dog Lyra, traveling, and exploring new coffee shops. She remains deeply committed to strengthening the communities she calls home and advancing FRRI's mission of ensuring that those who serve and protect us never stand alone.
